Kathleen Bailey Stengel is a Board Certified Behavior Analyst. She received her Bachelor’s of Arts degree in Psychology from Temple University and her Master’s of Science degree from University of North Texas in Behavior Analysis. She has over twelve years experience developing Applied Behavior Analysis programs in the school setting as well as residential facilities across the country. Mrs. Stengel specializes in conducting Functional Behavior Assessments and implementing effective and caring behavior intervention plans based on empirically driven methods within the school and home settings. Mrs. Stengel is in charge of the quality assurance of all the Clarity Clinical Processes as well as Staff Education and Development.

Norm Dahl, Ph.D., BCBA-D, earned his doctorate degree in Educational Psychology from the University of Minnesota after receiving Bachelors and Masters degrees from Western Maryland College (now McDaniel College). He has held senior clinical positions in Maryland, Minnesota, and Pennsylvania and taught graduate courses at Western Maryland College, University of Minnesota, and University of Massachusetts. Dr. Dahl has published papers in a variety of professional journals and has acted as guest reviewer for the Journal of Applied Behavior Analysis and the Journal of Autism and Developmental Disorders. He currently serves as Clinical Director for Clarity Service Group. Dr. Dahl is responsible for the effective implementation of empirically based treatment plans that maximize individuals’ abilities to function in a variety of settings. Dr. Dahl also reviews and maintains the quality of these programs through the professional Quality Assurance Committee in conjunction with several area Universities.

Meredith Ouimette received her Master’s Degree in Education from Arcadia University and her BCBA course work from Penn State University. She has been working with children with autism spectrum disorders for over 9 years. She is a Board Certified Behavior Analyst and a certified special education teacher. Meredith has 8 years teaching experience in public schools and 3 years experience as a board certified behavior analyst. Ms. Ouimette has extensive experience with applied behavior analysis programming in both school and home settings. Ms. Ouimette specializes in verbal behavior programming and school based programming.

Robert M. Plunkett graduated Summa Cum Laude from Neumann College with a Bachelor’s of Science degree in Business Administration with an emphasis on Accounting. Mr. Plunkett has extensive experience working in the educational and healthcare staffing field. Mr. Plunkett has an exceptional acumen for rapid assessment, problem solving and managing customer satisfaction. In addition Mr. Plunkett has been extremely successful in managing the Clarity recruitment and credentialing staff resources resulting in complete fulfillment of all the company’s contracted responsibilities. He is the primary contact for day to day operation and management of Clarity Service Group. Mr. Plunkett’s responsibilities regarding all projects are to ensure that all criteria and contractual responsibilities are in compliance with the standards outlined by regulatory agencies.

A recognized leader within several fortune 500 companies, he has leveraged his achievement and experience to improve client management in multiple business sectors. David has extensive marketing and management experience in the health care industry as well. His focus has been on client development and community outreach. Using innovative initiatives and maximizing on current market trends and exceptional analysis have allowed David to build strong partnerships with clients and within the community. David’s background includes work with non-profit organizations, long term care facilities, special needs schools.

Sean Cummings graduated with a Bachelor’s of Arts degree from Queens University of Charlotte with an emphasis in Corporate Communications and Business Administration. Mr. Cummings serves as an Account Manager for Clarity Service Group and Pennhurst Group, LLC. He has over 4 years of experience in recruiting, marketing and management in the staffing and home health industries. His focus at Clarity Service group is on recruitment, scheduling, management of field staff, client relations, community outreach, contract development, and market research. Mr. Cummings acts as liaison to several school districts and clients nationwide providing them with highly capable full time, part time, and per diem staff. His previous knowledge of the healthcare recruiting and staffing industry has allowed him to build strong partnerships with employees, clients, and within the community.

Jennifer Brophy graduated from Grove City College Magna Cum Laude with a Bachelors of Science degree in Mathematics. Mrs. Brophy has extensive experience in the healthcare and psychological staffing industry providing support for human resources and billing management. Mrs. Brophy maintains current corporate relations with clients and is in charge of monthly accounts receivables. She currently serves as the employee liaison for corporate management providing support for field personnel, payroll and billing.
